Ten days into the UN summit in Copenhagen, business analyst Datamonitor speaks of an appearance of "chaos and despair" among delegates and few signs of progress towards a global consensus.

Analyst David Mitchell this morning reported that a deal seemed a long way off as the Copenhagen Climate Change Conference comes towards an end. China, he reported, has already signalled that the world should prepare itself to hear a political statement rather than an operational agreement. If there is no operational agreement then each individual country and economic group will decide what "national arrangements" they are willing to develop and implement, he continued. European utilities, he suspects, will need more certainty than currently looks likely to be delivered.
